Provides for the licensure of school psychology practitioners; authorizes the use of the title "licensed school psychology practitioner" to licensed or exempt individuals; defines practice of licensed school psychology practitioners; sets forth requirements for professional licensure (including educational attainment, experience, exam and fee); provides for issuance of limited permits under specified circumstances; identifies exempt persons.
Requires certain eligible persons or entities to acquire and possess opioid antagonists for emergency treatment of a person appearing to experience an opioid-related overdose.
Enacts the "packaging reduction and recycling infrastructure act" to require companies selling, offering for sale, or distributing packaging materials and products to register with a packaging reduction organization to develop a packaging reduction and recycling plan.
Provides "WiFi service" internet access to all individuals residing in temporary housing; relates to funding for internet service under the ConnectAll digital equity grant program.
Authorizes all municipalities, with the consent of the county and the governing body of such municipality, to join a county self-funded or self-insured health plan; requires certification.
Requires the department of health to review claims for expenditures for early and periodic screening, diagnosis and treatment and other health services, care and supplies which are furnished to eligible children and pre-school children regardless of whether such children have handicapping conditions, are suspected of having handicapping conditions or have an individualized education plan; requires the department of health to apply for all necessary federal approvals regarding such expenditures.
Relates to the sale and possession of self-defense spray devices in the state; removes the requirement that only authorized dealers and pharmacists could sell such devices; permits shipping of such devices within the state.
Relates to the exercise of powers and duties of the board of elections of the city of New York and its executive management; provides for equal representation among certain employees of the board of elections; relates to qualification and removal of certain employees of the board of elections.
Requires the New York city department of education to create more gifted and talented programs and classes in all school districts with elementary kindergarten through fifth grade and intermediate sixth through eighth grade with four or more classes per grade for students who shall gain entry through academic merit rather than through an admissions examination; authorizes automatic admission to a gifted and talented program in intermediate sixth through eighth grade for those students in elementary grades kindergarten through fifth grade who are currently enrolled in such program; makes related provisions.
Relates to a state transportation plan; requires such plan include a minimum twenty-year forecast period at the time of adoption, assessing long-range needs spanning such period, including a forecast of highway pavement and bridge conditions.
