Provides for a 75-25 percent split in the New York city transit authority's operating surplus between the authority and the Metropolitan transit authority where previously the split was 50-50.

Extends the moratorium on the issuance of certificates of environmental safety for the siting of facilities and certification of routes for the transportation of liquefied natural or petroleum gas.
Authorizes occupational therapy services to be provided in school to students in grades pre-kindergarten through twelve with occupational impairments of a severity that does not adversely affect the student's educational performance but does present a barrier to functioning at home or in the community; directs the commissioner to promulgate rules and regulations for the provision of such occupational therapy services.
Relates to accessibility requirements in certain procurement contracts; requires contracts that include information and communication technologies (ICTs) are accessible to people with disabilities; requires that the ability of a prospective contractor to meet such requirement be considered in making the contract award.
