Establishes an economy-wide cap and invest program to support greenhouse gas emissions reductions in the state by setting a maximum allowable amount of greenhouse gas emissions by covered entities and regulating the sale or auction of greenhouse gas emissions allowances to covered entities.
Provides that funding for the agrivoltaics research program shall come from appropriations made to the New York state college of agriculture and life sciences at Cornell university in chapter 53 of 2023 for the purpose of studying ecological impacts of agrivoltaics; places a sunset on such program of December 31, 2030.
Authorizes certain policies issued by a risk retention group not chartered in this state; requires reporting by certain risk retention groups of other state's examinations, audits, or other investigations and their findings; amends the effective date of a chapter of the laws of 2023 amending the insurance law and the vehicle and traffic law relating to owner's policies of liability insurance issued by a risk retention group not chartered within this state, as proposed in legislative bills numbers S.5959-B and A.5718-B, to March 1, 2024.
Prohibits digital application distribution platforms from requiring digital application developers to exclusively make their product available on such platform, or from requiring such developer to exclusively use such platform's digital payment system on such developer's digital application.
Repeals managed long term care provisions for Medicaid recipients; establishes provisions for fully integrated plans for long term care including PACE and MAP plans.
Authorizes the manufacture of beer, spirits, cider, wine and mead at the community college in Broome county and Cornell university, acting on behalf of the New York state college of agriculture and life sciences and the New York state agricultural experiment station.
Establishes the manufactured home community preservation act to provide financial and technical assistance, within funds available to counties, municipalities, rural preservation companies, and other non-profit housing organizations for their housing preservation efforts; provides that funds in the mortgage insurance fund can be used to provide financial support to local governments and eligible non-profit housing organizations.
Relates to utility intervenor reimbursement to a participant for its reasonable costs of participation in any proceeding before the Public Service Commission (PSC).
