Establishes in the department of agriculture and markets a program to purchase fresh produce from farms located in the state and distribute such produce to areas determined by the commissioner of agriculture and markets to be food deserts; promotes opportunities for farm ownership among under-represented farmers, including farmers who are black, indigenous, or people of color.
Directs the commissioner of corrections and community supervision, in consultation with the commissioner of health and the commissioner of mental health, to develop a uniform electronic medical records system to be utilized by all correctional facilities in the state.
Establishes a farm-to-school task force; directs the commissioner of education to develop a program to require all public schools to provide fresh foods to students in a manner that supports local agriculture and increases market opportunities for farmers from under-represented communities.
Increases the minimum wage outside of New York city and the counties of Nassau, Suffolk, and Westchester; repeals certain provisions of law relating to exceptions to minimum wage increases.
Relates to prevailing wage requirements applicable to brownfield remediation work performed under private contract as it relates to certain remediation activities, for sites that are seeking or have received a determination that the site is eligible for the tangible property credit component of the brownfield redevelopment tax credit, and the work is paid for in whole or in part by public funds.
Prohibits provisions in any waiver, settlement, agreement or other resolution of any claim where the foundation for which is an alleged violation of the labor law or article fifteen of the executive law, that prevent the disclosure of the employee's workplace experience with the employer.
Enacts the "data economy labor compensation and accountability act"; establishes the office of consumer data protection for the purpose of properly safeguarding personal data; imposes a tax on data controllers and data processors required to register with such office.
Prohibits the keeping of inventory, storage, warehouse, processing, packaging, shipping or distributing of flavored vapor products near where vapor or tobacco products are sold at retail or wholesale.
Directs the department of taxation and finance to create and implement an online program which will enable each New York state taxpayer to prepare and electronically file such taxpayer's federal and state income tax returns free of charge.
Extends provisions relating to establishing the New York city musical and theatrical production tax credit and establishing the New York state council on the arts cultural program fund; relates to the New York city musical and theatrical production tax credit.
Protects canids by requiring animals which could be coyotes or wolves be submitted for a genetic test to determine genetic makeup; provides for the repeal of such provisions upon the expiration thereof.
Requires employment and consumer dispute arbitrations to be submitted to neutral third party arbitrators; establishes prohibited arbitration agreements and provisions; requires disclosure of information by certain arbitrators.
