Establishes in the department of agriculture and markets a program to purchase fresh produce from farms located in the state and distribute such produce to areas determined by the commissioner of agriculture and markets to be food deserts; promotes opportunities for farm ownership among under-represented farmers, including farmers who are black, indigenous, or people of color.
Directs the department of agriculture and markets to increase the number of regional farmers' markets for the direct marketing of foods and produce produced in the state.

Establishes a farmers' bill of rights; specifies prohibited unfair trade practices which have the purpose of intentionally impairing a producer's freedom to bargain collectively with other producers in the marketing of the producer's product; provides that the commissioner of the department of agriculture and markets shall take action to restrain such violations upon the application of an association of producers; increases the limit on damages for encouraging or permitting delivery of products in violation of marketing agreements.
Establishes a farm-to-school food service reimbursement program for school districts which have purchased at least thirty percent of their total food products, including both dairy and non-dairy products, for their food service programs from New York state farmers, growers, producers or processors, based upon the number of federally reimbursable meals served to students under such program agreements entered into by the commissioner and such districts.
