JOINT RESOLUTION MAKING AN APPROPRIATION OF $500,000 TO THE RHODE ISLAND OFFICE OF THE POSTSECONDARY COMMISSIONER FOR THE RHODE ISLAND SCHOOL FOR PROGRESSIVE EDUCATION (This resolution would authorize the appropriation of the sum of $500,000 to the Rhode Island Office of the Postsecondary Commissioner for the Rhode Island School for Progressive Education.)
JOINT RESOLUTION MAKING AN APPROPRIATION OF $20,000,000 FOR THE HOUSING DOWN PAYMENT ASSISTANCE PROGRAM (This resolution would authorize the appropriation of the sum of $20,000,000 to support the Down Payment Assistance program.)
Increases the minimum required awarded to minority business enterprises from 15% to 20% and of that, require a minimum of 10% be awarded to minority owned businesses and a minimum of 10% be awarded to women owned businesses.
Requires law enforcement agencies to obtain search warrants for electronic information, data, location information and other identifying information of subscribers and customers, except in specified circumstances.
Prohibits utility companies from limiting eligibility of net metering site based on prior consumption and requires excess energy not consumed to be credited to consumer. Also amends definition of excess renewable net-metering credit.
Limits the use by insurers of step therapy, a protocol that establishes a specific sequence in which prescription drugs for a specified medical condition are covered by an insurer, by allowing medical providers to request step therapy exceptions.
Allows the attorney general to investigate and bring an enforcement action against persistent fraud or illegality in the carrying on, conducting, or transaction of business or governmental activity.
Provides amendments to the cannabis act relating to the definition of a social equity applicant and the required fee to maintain such status as a social equity applicant.
Requires that any government owned vehicle that is to be replaced, be replaced with a zero-emission vehicle, defined as a vehicle which produces no emissions from the on-board source of power.
Requires every public school in Rhode Island to have a school library or library media center in a permanent and dedicated space available to students in grades K-12 with a librarian available.
Requires a municipality to disclose on their official website the specific issues, details and costs of any legal action of which the town or city is a named defendant.
Establishes building safety code standards for multi-dwelling buildings and requires the development of recommendations for resolving any conflicts between fire safety codes and the building codes.
