Enacts the state and local government food waste prevention and diversion act; requires facilities generating excess food waste to take measures to minimize such waste.
Provides a rebuttable presumption relating to recertification as a minority and women-owned business enterprise if there is no change in the ownership of the enterprise and no material change in the nature or management of the enterprise from the time of approval of the previous minority and women-owned business enterprise certification.
Expands eligibility for the tuition assistance program by restoring eligibility to graduate students; makes optional semesters, quarters or terms eligible for awards.
Permits other qualifying members of a household to qualify the household for the disability rent increase exemption when they are not the head of household.
Establishes state and municipal composting programs; requires all state and municipal agencies to establish a composting program in buildings owned, occupied or operated by such agencies; allows such agencies to arrange for collection of compostable waste by a private carter, transport such waste itself or process such waste on-site; requires reports on the costs and effectiveness of such programs.
Directs the metropolitan transportation authority, in consultation with the Long Island Rail Road, to establish a no fare program for transportation on the Long Island Rail Road for individuals in active military service of the United States and active duty members of the New York national guard, upon showing a military or national guard identification card.
Relates to establishing the commission on African American history and achievement to develop and recommend school curriculum that incorporates the contributions and achievements made by African Americans.
Establishes a grant program for public K-12 schools which are eligible for support provided under Title I of the Elementary and Secondary Education Act of 1965, for the purposes of installing laundry equipment for facilities for use by students and parents or guardians of students.
Creates city university of New York center for excellence in urban education to enhance the quality of teaching in public schools in NYC; establishes the regents public school teacher loan forgiveness program to allocate awards annually to teachers who agree to teach public school in an area of New York state designated by the board of regents as having a shortage of public school teachers.
Allows for certain disability benefits to continue in the event an individual who is receiving such benefits gets married; provides that the marriage to another individual which would otherwise make an individual ineligible for certain disability benefits shall not be considered if such individual is already receiving disability benefits at the time of becoming married and continues to meet certain criteria.
