Briscoe Cain is a lifelong resident of Harris County, Texas, with deep family roots in the area, including a notable connection to Texas history through his ancestor, Andrew Briscoe, who was a signer of the Texas Declaration of Independence. Raised in Deer Park, Cain learned the importance of hard work from his upbringing in a working-class family, which included his father, a refinery operator. He graduated from Deer Park High School, attended San Jacinto College, and earned a Bachelor's degree from the University of Houston-Downtown followed by a Doctorate of Jurisprudence from South Texas College of Law. Currently, Cain operates his own law firm, the Law Office of Briscoe Cain, PLLC, and serves as a Captain in the Texas State Guard.

Throughout his political career as the State Representative for House District 128, Cain has championed several principles including the defense of the unborn, the protection of religious liberties, and the promotion of election integrity.
