This bill requires the Department of Defense to ensure there is an accessible drop box on each military installation for members of the Armed Forces (and family members) to deposit unused prescription drugs.

Protect Local Farms Act This bill preempts state laws that provide for a maximum workweek of less than 60 hours for agricultural employees. Under federal law, agricultural employees are generally exempt from maximum hours (i.e., overtime) requirements.

Transparency Over Toys Spying Act or the TOTS Act This bill requires the Federal Trade Commission to issue rules requiring internet-connected toys to include a label indicating that the toy has the ability to connect to the internet and collect and transmit personal information of the user. The label must also indicate whether personal information collected by the toy is retained in the toy or by the manufacturer or another entity. Further, any user agreement or privacy policy associated with the toy must prominently state specified information about how personal information may be collected and used by the manufacturer or other entity. Internet-connected toys include entertainment devices that are targeted to, or likely to be operated by, children and are able to connect to the internet and collect and transmit personal information. The bill also authorizes the commission to enforce these rules.

Medical Manufacturing, Economic Development, and Sustainability Act of 2023 or the MMEDS Act of 2023 This bill provides incentives for relocating medical manufacturing facilities in the United States and for manufacturing medical products (i.e., drugs and devices) in economically distressed zones. Specifically, the bill allows a income tax credit for 40% of the sum of wages paid in a medical manufacturing economically distressed zone, employee fringe benefit expenses, and depreciation and amortization allowances with respect to qualified medical manufacturing facility property, and a credit for economically distressed zone products and services acquired by domestic medical manufacturers. The bill increases the credit rate for minority businesses.

Promoting Employment and Lifelong Learning Act or the PELL Act This bill expands student eligibility for Pell Grants by establishing the Workforce Pell Grants Program. Specifically, the bill requires the Department of Education (ED) to award Workforce Pell Grants to students enrolled in eligible short-term programs. Eligible programs are those that provide 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and meet other eligibility criteria. An accrediting agency or association recognized by ED must determine a program's eligibility based on several criteria, including that the program provides education aligned with the requirements of in-demand industry sectors and occupations and meets specified completion and job placement rates. ED must annually collect and publish information on the College Scorecard regarding each eligible program, including job outcomes. The College Scorecard is a comparison tool for information on school sizes, settings, graduation rates, average costs, and salary ranges per field of study.

Family and Small Business Taxpayer Protection Act This bill rescinds certain unobligated amounts made available to the Internal Revenue Service by the Inflation Reduction Act of 2022 for its enforcement activities and for funding certain Department of the Treasury tax agencies.

Ceasing Age-Based Trucking Restrictions Act This bill exempts drivers who transport goods from a port of entry and another place within the same state from age restrictions and other requirements that apply to federal commercial driver's licenses.

Regulations from the Executive in Need of Scrutiny Act of 2023 This bill revises provisions relating to congressional review of agency rulemaking. Specifically, the bill establishes a congressional approval process for a major rule. A major rule may only take effect if Congress approves of the rule. A major rule is a rule that has resulted in or is likely to result in (1) an annual effect on the economy of $100 million or more; (2) a major increase in costs or prices for consumers, individual industries, government agencies, or geographic regions; or (3) significant adverse effects on competition, employment, investment, productivity, innovation, or the ability of U.S.-based enterprises to compete with foreign-based enterprises. The bill generally preserves the current congressional review process for a nonmajor rule.

Curriculum Review of Teachings Transparency Act or the CRT Transparency Act This bill requires a local educational agency, in order to receive certain federal education grants, to post on a publicly accessible website the curriculum for each grade level of its elementary and secondary schools.

Fighting Oppression until the Reign of Castro Ends Act or the FORCE Act This bill prohibits removing Cuba from the list of state sponsors of terrorism until the President makes the determination that a transition government in Cuba is in power.

Designates the facility of the United States Postal Service located at 620 East Pecan Boulevard in McAllen, Texas, as the "Agent Raul H. Gonzalez Jr. Memorial Post Office."

Putting Investors First Act of 2023 This bill requires a proxy advisory firm to register with the Securities and Exchange Commission and prohibits an unregistered proxy advisory firm from using interstate commerce to provide proxy-voting advice, research, analysis, or recommendations to any client. With respect to these firms, the bill (1) establishes procedures for both registration and termination of registration; (2) requires each firm to employ an ombudsman, designate a compliance officer, and publicly disclose conflicts of interest; (3) allows issuers to assess and comment on proxy voting recommendations; and (4) prohibits unfair, coercive, or abusive practices. The bill establishes a private right of action against a proxy advisory firm that endorses an approved proposal that is not supported by the issuer and is found to be illegal.
