Provides for the repeal of existing boating while intoxicated laws and replaces them with laws related to operation of a boat while under the influence of alcohol or drugs which closer resemble the existing DWI laws.
Establishes the New York state clean energy tech production program as a self-directed program for industrial, commercial and large users in order to stimulate the growth and adoption of more efficient use of energy, greater use of advanced energy management products, deeper penetration of renewable energy resources, wider deployment of "distributed" energy resources, and storage.
Directs the department of health and the department of environmental conservation to conduct a study analyzing linkages between cancer and neurological diseases and contaminated environments.
Gives state income tax credit to volunteer firefighters and members of volunteer ambulance corps in good standing up to $1200; requires such member must be in good standing for a minimum of five years and maintain continued eligibility.
Directs the commissioner of education to issue guidance to school districts for developing programs to attract underrepresented candidates into the teaching profession and to identify funding available to school districts for such purposes.
Provides for the licensing of professional and clinical music therapists encompassing the assessment, evaluation, and the therapeutic intervention and treatment of mental, emotional, developmental and behavioral disorders through the use of music.
Alters the definition of "drug" in the vehicle and traffic law to include any substance or combination of substances that impair, to any extent, physical or mental abilities; defines impairment and intoxication; provides that refusal to submit to a breath test and/or oral/bodily fluid test shall be a traffic infraction; makes related provisions.
Authorizes the commissioner of transportation to conduct a study relating to airborne ultrafine particles; analyzes the impacts of certain large hub commercial airports on airborne ultrafine particles; analyzes the characteristics of such particles; identifies effectiveness of mitigation measures.
Includes all hate crimes as a qualifying offense for the purposes of a court's determination to release the principal pending trial on the principal's own recognizance or under non-monetary conditions, fix bail, or, where the defendant is charged with a qualifying offense which is a felony, the court may commit the principal to the custody of the sheriff.
