Establishes the New York native plants program to conserve, promote, and enhance the native ecology of New York state by encouraging the use of native plants and ecological-friendly methods and materials on state and local land.
Requires private insurance plans which provide for reimbursement for psychiatric or psychological services or for diagnosis and treatment of mental health conditions to include reimbursement for services provided by child advocacy centers.
Includes care and services provided by a child advocacy center licensed, certified, or otherwise authorized by the office of children and family services under standard coverage for Medicaid recipients.
Enacts the feathered lives also count act directing the commissioner of general services to incorporate practices and strategies to reduce bird fatality resulting from collisions with certain state-owned or state-leased buildings, and for other purposes; requires the commissioner to develop a design guide that includes features, methods and strategies, and best practices for reducing bird fatalities; requires the commissioner to report to the governor and the legislature.
Provides that the amount of a STAR real property tax savings may not be less than the amount of the STAR real property tax savings from the previous year.
Allows victim impact statements in New York state be video recorded; requires that the members of the parole board and all presiding commissioners for such hearing review all relevant victim impact statements prior to the conduct of a parole hearing and to sign a written attestation confirming that they have done so.
Extends the period during which the empire state digital gaming tax credit may be claimed to 01/01/2032; amends the eligibility criteria for game development companies by changing the yearly timeframe structure, lowering the dollar threshold per production, and removing the in-state cost incurred threshold to accurately fit current digital gaming industry models; allows unused credits to be rolled over to the following tax year.
Increases the discretionary buying threshold for state agencies purchasing commodities from small business concerns, certified minority and women-owned businesses and certified veteran companies.
Clarifies certain provisions regarding conflicts of interest of certain public employees regarding the licensing of a participant in horse racing activities.
Provides for the establishment and implementation on an ongoing basis of a mental health first aid training program for all current and new police officers and peace officers.
