Requires health insurance policies and medicaid to cover biomarker testing for diagnosis, treatment, appropriate management, or ongoing monitoring of a covered person's disease or condition when the test is supported by medical and scientific evidence.
Relates to gender indication on insurance claim forms; provides policies shall not exclude coverage if gender indication is different from sex assigned at birth or gender otherwise recorded.
Relates to prohibiting the exclusion of coverage for losses or damages caused by exposure to lead-based paint; provides that no insurer licensed or permitted by the superintendent to provide liability coverage to rental property owners shall exclude coverage for losses or damages caused by exposure to lead-based paint.

Provides certain legal protections for reproductive health service providers who provide legally protected health activities including protection from extradition, arrest and legal proceedings in other states relating to such services; restricts the use of evidence relating to the involvement of a party in providing legally protected health activity to persons located out-of-state.
Establishes a discount fare rate of no less than 25% for full-time undergraduate students attending an accredited college who utilize the New York city transit system, including railroad, subway and/or omnibus services.
Establishes the police canine vest fund to be used for the purpose of purchasing, maintaining, repairing and replacing soft body ballistic armor vests and other protective equipment for state police and municipal department police canines utilized in the performance of police duties, as well as the purchasing and training of such police canines.
