Relates to treatment of gains from qualified opportunity zones in calculating taxable income; removes exclusion of gains on property in qualified opportunity zones in calculation of income.
Creates statewide emergency and crisis response council to work in conjunction with the commissioners of mental health and addiction services to jointly approve emergency and crisis services plans submitted by local governments, and provide supports regarding the operation and financing of high-quality emergency and crisis services provided to persons experiencing a mental health, alcohol use, or substance use crisis.
Authorizes the office of parks, recreation and historic preservation and the office of mental health to conduct a study pertaining to a proposed expansion of the Long Island Motor Parkway trail.
Establishes the Brooklyn-Queens expressway authority for the purposes of the continuance, further development and improvement of transportation along the Brooklyn-Queens expressway and other services related thereto.
Requires high schools in grades nine through twelve to provide a course in financial literacy; requires students to complete such course as a condition of graduation.
Relates to an increase in punishment for certain actions against on-duty auxiliary police officers such as criminally negligent homicide, assault or menacing of such officer.
Directs the commissioner of health to promulgate a list of prescription drugs for which an emergency thirty-day supply cannot be obtained during a state emergency.
Provides that no insurance contract or agreement between a health insurance plan and a health care provider, other than a residential health care facility, shall include a provision that: contains a most-favored-nation provision; or restricts the ability of a corporation, an entity that contracts with a corporation for a provider network, or a health care provider to disclose certain costs, prices or information; extends the effective date from January 1, 2023 until July 1, 2023.
Provides that the tax imposed upon the sales on goods or services purchased from businesses which employ twenty or less persons, are resident in this state, are independently owned and operated and not dominant in their field, shall be two percent.
