Requires certain public schools in any city with a population over one million to offer Halal food options during lunch to students with dietary restrictions free of charge.
Enacts the "tenant repair reconciliation act"; requires landlords of certain multiple dwellings to repair certain conditions within thirty days of notice of such conditions; allows a tenant to repair such conditions and seek repayment of expenses incurred, or to deduct such expenses from future rent; directs the NYC comptroller to collect fines for violations and distribute such funds for citywide preservation and upgrades of certain multiple dwellings.
Directs the department of economic development, in conjunction with various departments and offices, to conduct a study regarding increasing public access to museums in New York city; directs a report on such study to be submitted no later than one year after the effective date.

Relates to enacting the "New York wine & distilled spirits development act"; allows individuals to hold more than one seven day license to sell liquor at retail for off-premises consumption; establishes the New York distilled spirits and wine industry marketing and promotion fund.
Relates to the sale, manufacture, and distribution of vapor products; requires distributors and manufacturers of vapor products to obtain permits; prohibits the sale of illicit vapor products; creates a vapor product directory.
Prohibits a person convicted of rebellion or insurrection against the authority of the United States or the laws thereof under 18 U.S.C. Section 2383 from holding civil office in the state.
Prohibits the siting and construction of battery energy storage systems and related facilities, systems, infrastructure, and substations of any scale and possessing any storage capacity in assembly district 63; provides for the repeal of such provisions upon expiration thereof.
Makes technical changes to provisions providing for certification for service as a retired judge of the court of appeals or a retired justice of the supreme court.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
