Relating to building codes; to authorize the use of certain refrigerants and refrigerant-equipped products that are in compliance with the National Clean Air Act.

Relating to public K-12 schools, to allow a parent or legal guardian to opt his or her child out of policies requiring a face covering at certain locations.

Relating to vaccines; to amend Section 22-8-4, Code of Alabama 1975; to require consent of a parent or legal guardian for any minor to receive a vaccination.

Relating to public contracts; to prohibit the consideration of environmental, social, and governance (ESG) criteria when awarding a public contract; and to require a responsible bidder, as a condition of being awarded a public contract, to certify, under penalty of perjury, that its employees will not be subject to a personal ESG rating as a basis of hiring, firing, or evaluation.

Relating to coastal areas; to provide for permits for living shoreline restoration from the State Lands Division of the Department of Conservation and Natural Resources and the Department of Environmental Management and for the use of source sediment by riparian property owners.

Relating to criminal procedure; to require law enforcement agencies and the Alabama Department of Forensic Sciences to submit an annual report containing certain data regarding sexual assault cases to the Alabama State Law Enforcement Agency; and to require the Alabama State Law Enforcement Agency to submit an annual report containing certain data regarding sexual assault cases to the Chairs of the House and Senate Judiciary Committees.

Relating to building codes; to amend Section 27-2-39, Code of Alabama 1975, to provide for a portion of fees and taxes collected by the Department of Insurance to the Alabama Residential Building Code Fund; to designate Sections 34-14A-1 through 34-14A-20 as Article 1 of Chapter 14A of Title 34, Code of Alabama 1975; to amend Sections 34-14A-1, 34-14A-2, 34-14A-7, 34-14A-12, 34-14A-20, Code of Alabama 1975, to provide for the establishment of the Alabama Residential Building Code and its authority; to further provide for the practice of residential home building; to further provide for the duties of the Home Builders Licensure Board; to add Article 2, commencing with Section 34-14A-41, to Chapter 14A of Title 34, Code of Alabama 1975, to establish the Alabama Residential Building Code Division within the Home Builders Licensure Board and provide for its duties; to establish the Alabama Residential Building Code Fund in the State Treasury and provide for its administration; to add Article 6A, commencing of Section 41-9-175, to Chapter 9 of Title 41, Code of Alabama 1975, to establish the Alabama Residential Building Code Advisory Council and provide for its membership and duties; to amend Sections 41-23-80, 41-23-81, 41-23-82, 41-23-84, 41-23-85, Code of Alabama 1975, to provide for the change of the name of the Alabama Energy and Residential Codes Board to the Alabama Commercial Energy Code Board and further provide for the membership of the board; and to provide requirements for certain local building codes adopted or amended after a date certain.

To authorize any municipality or governmental entity subject to a countywide civil service system to elect by a majority vote of the municipal governing body to opt out of the countywide civil service system; to require the municipality or governmental entity to adopt a human resources policy and procedures manual; and to require the municipality or governmental entity to notify the director of the countywide civil service system of its decision to withdraw from the system.

Relating to volunteer fire departments and volunteer rescue squads; to make legislative findings that volunteer fire departments and volunteer rescue squads fulfill a public purpose; to authorize volunteer fire departments and volunteer rescue squads to purchase kitchen equipment and supplies for their stations; to authorize a tax credit for mileage to firefighters and squad members; and to specify that county commissions are not responsible for the expenditures and activities of volunteer fire departments and volunteer rescue squads.

Relating to port credits; to amend Sections 40-18-401 and 40-18-403, Code of Alabama 1975, to expand the cap of the port credit and to expand tax incentives for businesses and enterprises who increase their cargo volume through Alabama public ports.

Relating to Mobile County; to amend Sections 45-49-181, 45-49-181.02, 45-49-181.03, 45-49-181.04, and 45-49-181.08, Code of Alabama 1975, to further provide for acceptance by the county of certain unimproved roads from private landowners; and to regulate the construction of certain other unimproved roads.

Relating to environmental protection; to amend Sections 22-30E-2, 22-30E-3, 22-30E-4, 22-30E-5, 22-30E-9, and 35-19-4, Code of Alabama 1975, to provide potentially responsible parties with limitations of liability with respect to a brownfield site; to create the Brownfield Remediation Reserve Fund; to add Sections 22-30E-14, 22-30E-15, and 22-30E-16 to the Code of Alabama 1975, to provide for the creation of brownfield redevelopment districts; and to make nonsubstantive, technical revisions to update the existing code language to current style
