Establishes a reduced sales tax rate for small businesses which reside in the state and are independently owned and operated, not dominant in its field and employs fifty or less persons.
Discloses to a parent the personal information and content about a minor collected by an operator of an internet platform when a parent requests such information.
Requires internet dating services to utilize license verification for New York members and implement reasonable security features that prohibits usage of the online dating service absent identity verification.
Requires any political communication, whether made by phone call, email or other message-based communication, that utilizes an artificial intelligence system to engage in human-like conversation with another shall, by reasonable means, apprise the person of the fact that they are communicating with an artificial intelligence system.
Prevents interactive computer service providers from knowingly or negligently promoting developed content that is dangerous or otherwise injurious to minors; assesses a civil penalty to social media networks that knowingly or negligently promote such content.
Enacts the "advanced artificial intelligence licensing act"; providing for regulation of advanced artificial intelligence systems (Part A); requires registration and licensing of high-risk advanced artificial intelligence systems and related provisions regarding the operation of such systems (Part B); establishes the advanced artificial intelligence ethical code of conduct (Part C); prohibits the development and operation of certain artificial intelligence systems (Part D).
Creates a temporary state commission to study and investigate how to regulate artificial intelligence, robotics and automation; repeals such commission.

Requires the owner, licensee or operator of a generative artificial intelligence system to conspicuously display a notice on the system's user interface that is reasonably calculated to consistently apprise the user that the outputs of the generative artificial intelligence system may be inaccurate.
Requires the commissioner of corrections and community supervision to identify and eliminate all surveillance dead zones in correctional facilities under the jurisdiction of the department of corrections.
Establishes an explicit duty to report incidents in correctional facilities, setting mandatory reporters, content of required reports and penalties for failure to report an incident.
Prohibits police officers from using bias-based profiling; requires that a procedure be established for the taking and review of complaints against police officers for bias-based profiling; allows an action for injunctive relief and/or damages to be brought against a law enforcement agency, any agent of a law enforcement agency and the supervisor of an agent.
Allows current, active and retired military service members and reserve units of the state to qualify for distinctive license plates; allows the spouse to also qualify for such distinctive plates.
Prohibits and regulates the discovery and disclosure of immigration status; prohibits police officers, peace officers, school resource officers, probation agencies, state entities, state employees, and municipal corporations from questioning individuals regarding their citizenship or immigration status; regulates the disclosure of information relating to immigration status.
Enacts the "faith-based affordable housing act" for development on residential land; defines terms; provides that each village, town, and city shall allow the construction and occupation of residential buildings on any covered site up to the specified densities; provides that all residential buildings constructed pursuant to this section in a town, village, or city with fewer than one million inhabitants shall set aside twenty percent of the residential floor area for households earning an average of eighty percent of area median income; outlines the densities for New York city; makes related provisions.
