Prohibits drug, cannabis or alcohol testing and screening of pregnant or postpartum individuals and newborns unless the individual consents and it is within the scope of medical care, or the testing or screening is necessary for a medical emergency.
Authorizes certain persons confined in institutions operated by the department of corrections and community supervision to apply for a sentence reduction.
Enacts the New York privacy act to require companies to disclose their methods of de-identifying personal information, to place special safeguards around data sharing and to allow consumers to obtain the names of all entities with whom their information is shared.
Enacts the reproductive freedom and equity grant program to ensure access to abortion care in the state by providing funding to abortion providers and non-profit organizations whose primary function is to facilitate access to abortion care.
Extends the statute of limitations of actions related to certain sex trafficking offenses, reviving such actions otherwise barred by the existing statute of limitations; grants trial preference to such actions; exempts such actions from certain provisions requiring notice of claims.
Provides for a right to representation by counsel in any proceeding where an incarcerated individual is under consideration for release on parole and where such incarcerated individual is financially unable to retain counsel.
Relates to directing the department of health to remove the pharmacy benefit from the managed care benefit package; provides the pharmacy benefit under the fee for service program.
Directs the commissioner of the office of alcoholism and substance abuse services to collect data on the number of facilities sited and operating within each jurisdiction of each community board; make such data available on the office's website, updated as needed to maintain an accurate dataset; and consider such data in the course of the approval of the establishment, incorporation and certification of providers of substance use disorder services.
Directs the division of criminal justice services to develop a human trafficking interceptors program including issuing appropriate guidelines; provides such division may adopt, amend or rescind any rules and regulations as may be necessary or convenient to the operation of the program.
Directs the division of criminal justice services, in consultation with the office of temporary and disability assistance, to establish a universal, statewide human trafficking hotline to provide individuals in the state access to appropriate counselling and services for human trafficking victims.
Directs the department of social services of the city of New York, in consultation with the department of housing preservation and development, to provide shelter to victims of human trafficking at a residential program exclusively for victims of human trafficking.
