Establishes the power authority of the state of New York shall make low cost hydropower available to hospitals and municipal housing authorities located within Niagara County.

Enacts the New York state thruway authority accountability act; names the commissioner of DOT as chair of the thruway authority board; directs the commissioner of DOT to submit a plan to merge the thruway authority into the department of transportation.
Directs the commissioner of health and the president of the New York state energy research and development authority (NYSERDA) to study and make recommendations on the impacts of electric vehicles on personal medical devices.
Prohibits the administration of COVID-19 mRNA vaccinations; requires the department of health to conduct a study and make recommendations on the benefits and risks of the administration of such vaccines; requires a self-controlled case series to be completed; makes related provisions.
