Defines the terms "person", "human", and "human being" to mean a member of the species homo sapiens at any stage of biological development beginning at the moment of fertilization regardless of age, health, level of functioning, or condition of dependency; requires the right to life of all human beings.
Requires health care providers and practitioners to provide patients with a list of ingredients contained in vaccines, the manufacturer product insert, the vaccines' potential side effects and where to report vaccine-adverse events forty-eight hours prior to immunization.
Requires recipients of public assistance benefits submit to pre-qualification drug screening and testing, random drug testing, reasonable suspicion drug testing and resumption of benefits drug testing.
Allows persons in parental relation to a child to choose to immunize such child and requires a person to submit a form to such child's school when such person wishes not to administer an immunization to such child.
Authorizes the town of Eden, county of Erie, to discontinue as parklands and alienate certain lands for the purpose of providing needed resources to the existing parks within such town.
Makes life imprisonment without parole mandatory for defendants convicted of murder in the first degree or second degree and the victim is a police officer, peace officer, first responder or correctional officer.
Prohibits the diminution of health insurance benefits of public employee retirees and their dependents or reducing the employer's contributions for such insurance; defines employers to include the state, municipalities, school districts, and public authorities and commissions.
Provides that the current real property tax exemption for persons over 65 may also be extended to those persons who are totally and permanently disabled; requires that municipalities shall provide by local law that such exemptions shall be granted to either those 65 years of age or older or to those who are totally and permanently disabled, or to both categories of persons.
Permits those licensed to carry or possess a pistol or revolver or to purchase or take possession of a semi-automatic rifle or licensed to hunt wildlife to purchase or take possession of ammunition without requiring contacting the statewide license and record database.
Requires residents of the state, who are foreign refugees, to register with the office of temporary and disability assistance; directs such office to provide registration information to the office of children and family services, the department of health, the office for new Americans, the department of law, the division of state police, the NYC police department, county sheriff's offices, municipal police departments, and the division of homeland security and emergency services; directs the office for new Americans to conduct background screenings of all refugees who register; requires refugee resettlement agencies to submit quarterly reports to the bureau of refugee and immigrant assistance on the refugees to whom it provides assistance, and to monitor the activities of such refugees for a certain period of time; directs the division of homeland security and emergency services to develop and implement a plan to ensure compliance by refugee resettlement agencies.
