Provides that any special act school districts established pursuant to Chapter 566 of the Laws of 1967 shall be held harmless from any reduction in tuition revenue or any tuition rate calculation and/or rate reconciliation arising out of intake closure or limits on the entry of new student placements.
Directs the board to submit a recommendation regarding the central business district toll amounts to the legislature and also to recommend a privacy risk plan.
Relates to establishing the born alive abortion survivors' protection act that places requirements on health care practitioners present at the time a child is born alive during an abortion.
Establishes the crimes of assault on a pregnant person in the second degree as a class D felony and assault on a pregnant person in the first degree as a class C felony.

Prohibits the governor from preventing or inhibiting state agency cooperation with the federal government for the purposes of immigration enforcement; prohibits state agencies from preventing or inhibiting collaboration with federal agencies for the purposes of federal immigration enforcement.
Requires law enforcement and courts to notify the United States Immigration and Customs Enforcement agency (ICE) when an arrested person or defendant is not a United States citizen; adjusts certain maximum sentences for class A misdemeanors and unclassified misdemeanors; requires notification to be made to the United States Immigration and Customs Enforcement agency prior to the release of certain noncitizens; repeals provisions of the "protect our courts act".
Allows a licensed psychologist to apply to the department of education for conditional prescribing certification if the psychologist meets certain requirements; allows the department of education to waive certain requirements for an applying psychologist; provides that a conditional prescribing certification shall be valid for a period of two years.
Prohibits certain borrowing arrangements; relates to the authorization for the contracting of debt; relates to the manner by which payments are appropriated and paid.
