Prohibits the enactment of unfunded mandates for a period of three years; instructs the state comptroller to conduct a report on the annual fiscal impact enacted state legislation has on the revenues and expenses of local municipalities.
Requires specific review procedures for approval of development projects in marshlands by the city planning commission including site plans, surveys, environmental review and community hearings and input.
Relates to the imposition of securing orders for offenses committed on a peace officer, police officer, firefighter, emergency medical services professional or uniformed worker by individuals without permanent residency status; provides such individuals shall be remanded to the custody of the sheriff for the entirety of the judicial proceedings related thereto.
Relates to property tax exemptions for nonprofit organizations; allows for nonprofit organizations to file an application for an exemption with the assessor no later than the taxable status date applicable to the following year's assessment roll where such nonprofit organization has purchased property after the taxable status date but prior to the levy of taxes.
Provides for the taxation of state owned land for all purposes, exclusive of improvements and in accordance with any payment in lieu of taxes agreement.
Proposes changes to article 9 of the constitution in relation to the formation of new towns by drawing a map and preparing a charter of the proposed town and preparing a petition relating thereto.
Requires the Triborough bridge and tunnel authority to reimburse certain individuals from transit deserts when they travel into the central business district who need medical treatment or are providing religious services; provides that such reimbursement shall be one hundred percent of all associated fees.
Requires the commissioner to promulgate rules and regulations requiring the department to install or cause to be installed at the outlet of any point source that empties into the waters of the state a trash capture net for purposes of collecting garbage, refuse, and other debris; defines "trash capture net" to mean a commercial grade, reusable, open-meshed material designed to capture pollutants as small as five millimeters in diameter.
