Requires owners of multiple dwelling properties to develop, implement and distribute smoking policies to current and prospective tenants; requires a posted copy of the smoking policy; requires such policy be incorporated into all written and oral leases and contracts for sale; allows the enforcement officer the power to impose a civil penalty for violations.
Relates to the licensure of athletic trainers; adds athletic trainers to the list of persons and officials required to report cases of suspected child abuse or maltreatment.
Creates a tax credit for the adoption of household pets from animal shelters or humane societies; up to $100 per animal with a maximum of three household pets.

Directs the New York state energy research and development authority to establish a ride clean rebate program for electric assist bicycles and electric scooters; defines terms; provides a fifty percent rebate for eligible purchases.
Implements the "New York State Build Public Renewables Act"; requires the New York power authority to provide only renewable energy and power to customers; requires such authority to be the sole provider of energy to all state owned and municipal properties; requires certain New York power authority projects and programs pay a prevailing wage and utilize project labor agreements.
Establishes the New York state commission to end mass incarceration and to prevent violence; provides such commission shall investigate, evaluate and make recommendations concerning how to reduce the New York prison population, incidences of violent crime in New York state, and other various topics related to the criminal justice system.
Requires the parole board to grant parole to incarcerated individuals who successfully participate in a temporary release program for two years without interruption immediately prior to appearance before the board.
