Enacts the "New York accountability in reporting act"; establishes the crimes of offering a false report for filing in the second degree and offering a false report for filing in the first degree; includes falsely reporting an incident as a specified offense for the purposes of hate crimes; requires the creation of public databases for false reporting; provides for a civil remedy for convictions of such crimes.
Retroactively adjusts the compensation of formerly incarcerated individuals who were unjustly convicted; exempts such adjusted income from state income taxes.
Provides information regarding termination of medicare part B coverage for the duration of incarceration to individuals committed to the department of corrections and community supervision.
Requires insurers offering renewal of certain Medicare supplemental insurance policies or providing notification of a change in premiums of such policies to notify policyholders of the availability of policies offered by such insurer with similar benefits at a comparable premium or the ability of such policyholder to purchase a different policy without the pre-existing condition waiting period; applies to policies for which such insurers no longer accept new contracts but continue to renew for existing policyholders.
Authorizes the department of financial services to prescribe by regulation the order of payment of checks and other debts, insufficient funds charges and return deposit item charges.
Relates to minority depository institutions which apply to establish a home or branch office in an unbanked or underbanked community; provides that such institutions shall be entitled to receive deposits from the state comptroller and the commissioner of taxation and finance.
Requires parity in the mental and physical health treatment of the residents of New York state; provides that both mental and physical health "will be matters of public concern and provision therefor shall be made by the state and by such of its subdivisions".
Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.
Relates to the city charter referendum process; repeals certain provisions regarding the adoption of a new or revised city charter proposed by a charter commission which limit the submission of questions to a city's qualified electors; eliminates the rule that provides that whenever a city charter commission puts a proposal on the local ballot, all other local referendum proposals are barred from the ballot.
Establishes the commission of the deaf, deafblind and hard of hearing; requires the commission of the deaf, deafblind, and hard of hearing to transmit complaints in matters affecting the deaf, deafblind, and hard of hearing communities to the vulnerable persons' central register; repeals provisions relating to the New York state interagency coordinating council for services to persons who are deaf, deaf-blind, or hard of hearing.
Prohibits and regulates the discovery and disclosure of immigration status; prohibits police officers, peace officers, school resource officers, probation agencies, state entities, state employees, and municipal corporations from questioning individuals regarding their citizenship or immigration status; regulates the disclosure of information relating to immigration status.
