Requires health care plans and payors to have a minimum of twelve and one-half percent of their total expenditures on physical and mental health annually be for primary care services.
Raises the tax rate on corporate income; increases the state conformity to federal taxation of corporate profit shifting; imposes an additional tax on individual business income in response to federal tax benefits for pass-through business income.
Adjusts the calculation of the empire state child credit to provide for a one thousand dollar credit per qualifying child who is less than four years of age and a five hundred dollar credit per qualifying child who is four years of age or older for certain qualifying taxpayers.
Relates to establishing an early intervention loan repayment program; provides funding is to be awarded regionally with 50% percent awarded to providers with a principal residence within NYC and the remaining fifty percent awarded to providers outside of NYC; provides that awards shall be given to providers who work in underserved areas for 3 consecutive years; provides loans shall be paid over a 3 year period; provides that a working group shall be established within 90 days to develop plans for the streamlined loan repayment program application process.
Enacts the "fair pay for home care act" relating to minimum wages applicable to home care aides; provides for a minimum wage of 150% of the applicable statewide or regional minimum wage.
Creates the women and high-wage, high-demand, nontraditional jobs grant program; encourages and assists women to enter high-wage, high-demand occupations including but not limited to trades, science, technology, engineering, and math; makes an appropriation therefor.
Directs the commissioner of health to conduct a study to identify, analyze, report, and medically combat new or previously unseen opiate/opioid compounds found in overdose patients in New York state for the purpose of establishing more efficient overdose medical treatment protocols.
Repeals managed long term care provisions for Medicaid recipients; establishes provisions for fully integrated plans for long term care including PACE and MAP plans.

Enacts the "beauty justice act"; provides for the regulation of ingredients in personal care products and cosmetics; prohibits the sale of personal care products and cosmetic products containing certain restricted products.
Establishes the green affordable pre-electrification program to assist owners and tenants in residential properties in curing structural and building code defects which render the properties ineligible for improvements or projects relating to energy savings, green-house gas emissions reductions, climate change adaptation and resiliency project grants; establishes the energy efficiency and electrification interagency coordination group to coordinate between certain energy efficiency programs.
Expands who may visit local correctional facilities to include persons and accompanying staff of the chief executive officer of a county, members of a county legislative body, mayor of the city of New York, New York city public advocate, New York city comptroller, and members of the New York city council.
