Establishes that instruction in financial education be provided to pupils in grades nine through twelve; establishes what should be included in such curriculum including the basics of financial planning, budgeting, borrowing, interest rates, personal insurance policies, etc.
Provides for reciprocity agreements with other states for medical cannabis programs; directs the cannabis control board to promulgate regulations for the approval of pre-roll products in the medical cannabis program.
Establishes the psilocybin assisted therapy pilot program; provides such program will be offered to ten thousand veterans and first responders from the western region of New York state.
Establishes a campaign to promote public awareness of the importance of good oral health, including but not limited to, the impact of oral disease, causes of oral disease and its prevention, oral health across the lifespan, the total body connection, the value of early detection and the availability of oral health services in the community.
Establishes the Take A Look medical and dental workforce employment tour pilot program which is a campaign to promote and market the health care workforce employment and career opportunities in the following economic development regions: central, north country, western, finger lakes, capital region, mohawk and southern tier.
Authorizes the commissioner of health to adopt policies to exclude certain non-recurring items from income that would artificially inflate the availability of funds to meet current needs relating to eligibility for the program for elderly pharmaceutical insurance coverage.

Authorizes the manufacture of beer, spirits, cider, wine and mead at the community college in Broome county and Cornell university, acting on behalf of the New York state college of agriculture and life sciences and the New York state agricultural experiment station.
