Requires the superintendent of state police to develop, maintain and disseminate to all members of the division of state police a critical incident leave policy requiring critical incident paid leave for any members directly involved in a critical incident; prohibits such superintendent from taking any punitive administrative action against any member of the division of state police granted critical incident leave solely on the basis of the provision of such leave.
Enacts the "Lieutenant Joseph Banish mental health act" which establishes a law enforcement peer support program to provide confidentiality for communications arising out of law enforcement peer support counseling; defines terms; provides exceptions for when a peer support communication may be disclosed.
Authorizes the office of parks, recreation and historic preservation and the office of mental health to conduct a study pertaining to a proposed expansion of the Long Island Motor Parkway trail.
Directs the department of public service to promulgate rules, regulations and model policies regarding setback requirements for the siting of battery energy storage systems and for financial surety requirements; requires minimum setback requirements for commercial energy storage systems, with a capacity of five megawatts or greater, of no less than one thousand feet from residential property; requires public hearings prior to the approval of an application for a permit for such systems.
Relates to the development and posting of a senior trail guide that identifies walking and hiking opportunities for active seniors within the state park system and along public non-motorized multi-use trails within the state.
Provides any entity which leases excavation equipment to the public with the telephone number of the system and a sample or model notice informing lessees of excavation equipment of the system and their responsibilities relating to the protection of underground facilities.
Places limitations on transactions involving the sale of catalytic converters to junk dealers, junk yard owners or operators, or scrap metal processors or scrap metal processing facilities; relates to record keeping relating to transactions involving the sale of catalytic converters.
Directs the New York city transit authority and metropolitan transportation authority to ensure the proper operation of security cameras at subway stations and report thereon.
Relates to requiring a medical facility or related service to obtain express prior written consent before filming and/or broadcasting of visual images of a patient's medical treatment.
Relates to project applications and advisory opinions of the public authorities control board; requires that any application made concerning a proposed project involving a loan, to the extent practicable, shall include the terms, conditions and dates of the repayment of state appropriations; makes related provisions.
Establishes the 13 member temporary state commission on New York city property tax reform to propose property tax reform for the city of New York that promotes fairness, clarity, and simplicity; that eliminates structural inequality and taxes similar properties similarly; that encourages the development and preservation of affordable and multifamily housing; that includes owner relief programs and an approach to transition that insures low- and moderate-income owners have affordable tax bills and that primary residents are not displaced from their homes; and that does not diminish revenue for the city of New York.
