Relating to education; to establish the Parental Rights in Children's Education (PRICE) Act relating to K-12 education; to secure the fundamental constitutional rights of parents to direct the education of their children; to create the PRICE Program; to establish a three-year phase-in period; to provide definitions; to establish the roles and responsibilities of the Parent Advisory Board, the Commissioner of Revenue, and the Department of Revenue; to create a process for granting education savings accounts; to establish funding mechanisms for the costs of education savings accounts and the administration of the program; to specify qualified expenses; to create requirements for education service providers; to establish an auditing, denial, and appeal mechanism for expenses, parents, participating students, and education service providers; to provide safeguards against any additional state control over or interference with nonpublic schools, their students, and their families; and to provide for legal remedies.

Relating to vaccinations; to prohibit an employer, a place of public accommodation, and an occupational licensing board from discriminating based on immunization status.

Relating to abortion; to amend Sections 13A-3-30 and 13A-6-1, Code of Alabama 1975; to provide legislative findings; to amend the definition of "person" to include an unborn child from the moment of fertilization; to provide duress as a defense to a murder charge against a woman for the death of her unborn child; to prohibit certain criminal prosecutions for certain medical care resulting in incidental or unintentional death or injury to an unborn child, provided all other reasonable alternatives to the medical care were exhausted; to repeal provisions prohibiting certain prosecutions for lawful abortions and against any woman with respect to her unborn child; to provide that prosecutions of homicide or assault where the victim is unborn shall be treated the same as if he or she were born alive; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to boards of registrars; to amend Section 17-3-8, Code of Alabama 1975, as last amended by Act 2022-112 of the 2022 Regular Session, to increase the maximum number of working days the Lawrence County Board of Registrars may meet each fiscal year.

Relating to self-defense, to amend Section 13A-3-23, Code of Alabama 1975, to provide a person's use of physical force in defending himself, herself, or another person is presumed reasonable; to further provide for the immunity received by a person whose use of physical force on another person is justified self-defense; to shift the burden of proving a person's use of physical force is not justified to the state; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to firearms; to prohibit the enforcement of any red flag law in this state; and to provide a cause of action for the enforcement of a red flag law.
