Establishes the previously owned zero-emission vehicles rebate program to provide an incentive of an amount up to $2,000 for individuals who purchase used or previously owned zero-emission vehicles.
Relates to attendance policies for employees of the metropolitan transportation authority or contractors of Nassau and Suffolk counties providing public transportation regarding time off for medical services and court appearances.

Expands the food donation and food scraps recycling program by scaling down the annual average tonnage requirement every two years until 2028; removes exceptions regarding recycler capacity.
Eliminates the requirement that when the board of education enters into a piggyback contract with another school district that transports students pursuant to a contract with a private transportation contractor, the board finds that the entry into the piggyback contract will result in a cost savings to the school district.
Establishes a task force to examine, evaluate and determine the feasibility of establishing a state-funded version of SNAP; requires the task force to report its findings and a policy brief to the governor and the legislature.
Prohibits the application of pesticides to certain local freshwater wetlands for local governments that have implemented a freshwater wetlands protection law; provides that any local law or ordinance adopted pursuant to this section shall take effect on the first day of January after it shall have been adopted.
Allows a tax exemption for taxpayers in the amount of the purchase price of a fire extinguisher, fire alarm, heat alarm or carbon monoxide alarm purchased for residential use during the month of October.
Increases the amount of years of military service credit a member may purchase from three years to four years; provides that the provisions of such act shall not be subject to the requirement that the state shall make an equal payment to the retirement system.
