Amends, adds to, and repeals existing law to provide for the withholding of sales and use tax revenues from local government entities that defy state law and refuse to investigate or enforce Idaho criminal abortion statutes.
Amends existing law to provide that a foreign government or foreign state-controlled enterprise shall not purchase, acquire, or hold any interest in certain types of property in Idaho.

Proposes a state constitutional amendment to require any referendum petition or initiative petition to be signed by at least 6% of legal voters at the last general election in each legislative district.
