Relates to the rights of parties involved in foreclosure actions; relates to the effect of discontinuance of actions based upon certain instruments related to real property.
Requires health practitioners to discuss with patients the risks associated with certain pain medications before prescribing such medications; requires that for the first opioid analgesic prescription of a calendar year the prescribing physician shall counsel the patient on the risks of overdose.
Provides for the appointment and removal for cause of commissioners of election; provides for removal for cause by the board of elections and/or the governor; repeals provisions relating to the removal of election commissioners.
Provides that a landlord depositing security deposits in an interest bearing account shall be entitled to receive as administration expenses a sum equivalent to 20 percent of the interest earned by such security money per annum, but not to exceed one percent per annum of the money so deposited.
Requires contracting agencies to contact minority and women-owned business enterprises when such enterprise is listed on a utilization plan and when a contract is awarded; mandates that the prime contractor use such enterprise identified on the utilization plan, unless such enterprise cannot perform or is no longer state certified.
Authorizes political subdivisions to award public contracts to participants of a minority and women owned business enterprise program at a cost premium not to exceed ten percent of the lowest bid.
Prohibits the use of aversive conditioning which includes any procedure which causes obvious signs of physical pain, including but not limited to hitting, pinching and electric shock; prohibits the use of any procedure or punishment which denies a vulnerable person reasonable sleep, shelter, bedding, bathroom facilities and any other aspect expected of a humane existence; defines terms.
Requires the department of environmental conservation, in coordination with NYSERDA, to submit an annual agency climate expenditure report containing a comprehensive estimate and summary of funds needed and funds spent to achieve the state climate goals.
Relates to prohibiting the distribution of plastic garment bags; provides that retailers may use and manufacturers may sell their current inventory of plastic garment bags until such bags are out of stock.
Establishes the people with disabilities access to programs commission to examine, evaluate and make recommendations for new laws with respect to how the state should streamline eligibility requirements and processes for its programs and services to assist people with disabilities.
Relates to the publication of information on public meetings; requires the office of information technology services to develop a mobile application and website to publish information on every public meeting held by a state or local public body; requires public bodies to report such meetings to the office of information technology services.
