Establishes an economy-wide cap and invest program to support greenhouse gas emissions reductions in the state by setting a maximum allowable amount of greenhouse gas emissions by covered entities and regulating the sale or auction of greenhouse gas emissions allowances to covered entities.
Repeals managed long term care provisions for Medicaid recipients; establishes provisions for fully integrated plans for long term care including PACE and MAP plans.
Repeals the tax exempt status of private universities that received real property tax exemptions of one hundred million dollars or more during the prior fiscal year.

Relates to utility intervenor reimbursement to a participant for its reasonable costs of participation in any proceeding before the Public Service Commission (PSC).
Relates to reporting of youth placed in foster care settings and recruitment of foster parents; requires information including the total number of youth placed in foster care, the reasons why such youth were placed and the efforts the state has taken to recruit and retain foster parents; provides for the repeal of such provisions upon expiration thereof.
Requires one voting member of the metropolitan transportation authority be a transit dependent individual; changes the effectiveness of such provisions to 270 days after it shall have become a law.
