Requires the department of veterans' services to establish and maintain, in consultation and collaboration with other state agencies, a searchable database on the department's website providing resources available in the state for veterans, members of the uniformed services, and their families.
Enacts the "New York Business Emergency Relief Act of 2023"; directs the governor to use unallocated settlement funds reserved in the economic uncertainties, and any further settlement money received by the state or state surplus funds to pay the debt to the federal unemployment insurance trust fund.
Relates to participation in World Trade Center rescue, recovery and cleanup operations by members of the organized militia; provides that members of the organized militia shall qualify as employees for the purposes of making a claim under the workers' compensation law for participation in the World Trade Center rescue, recovery and cleanup operations.
Repeals the provision of law that volunteer firefighters and ambulance workers who receive a real property tax exemption for service may not receive the income tax credit for such service.
Provides that the attorney general, in consultation with the adjutant general and the chairman of the board of trustees of the New York interest on lawyer account fund, establish a military pro bono program to provide legal assistance without charge to those in active military service of the United States and those military personnel who have been deployed for active duty other than training, and their family members domiciled or stationed in the state; makes related provisions.
Requires enhanced federal medical assistance percentage funds be directly shared with the counties and the city of New York; requires the comptroller examine and audit all funds received from the enhanced federal medical assistance percentage and the distributions made to counties and the city of New York.
Relates to annual professional performance reviews of teachers and principals; establishes an optional system of annual professional performance review plans; repeals provisions relating to streamlined removal procedures for teachers rated ineffective.
Requires local child protective services to notify appropriate military personnel when a member of the armed forces is the subject of a report of child abuse or maltreatment; allows military law enforcement personnel to inquire of local child protective services whether any member of the armed forces is the subject of an indicated report on file with the statewide central register of child abuse and maltreatment.
Relates to requiring rate components for the non-capital component of rates of payment by governmental agencies for inpatient services provided by residential health care facilities to be updated no later than 1/1/2025, and every 5 years thereafter using the most currently available cost report data.
Expands the veterans tuition awards program to include all persons who were honorably discharged and were residents of the state before and after serving in the armed forces of the United States; provides veterans an award equal to the in-state tuition paid at a state university for each semester the veteran is engaged in undergraduate, graduate or vocational study.
