Provides additional personal exemption of $650 for each dependent who is 65 years of age or older and whose gross income for the calendar year is not more than $1500.
Directs that state agencies require that procurement of personal computing goods, services and solutions meet the National Institute of Standards and Technology (NIST) Cybersecurity Framework.
Requires a three-year moratorium on unfunded mandates from the legislature; invalidates legislation that does not contain a detailed fiscal note identifying a funding source for certain costs to a political subdivision; restores the mandate relief council.
Requires all public and private schools to provide financial literacy education to pupils in grade eleven; directs that certain topics be covered in such educational program.
Continues the New York State Pathways in Technology Early College High School Program in this state; requires the commissioner to allocate funds for new P-TECH programs for the purposes of preparing eligible academically at-risk and/or economically disadvantaged students for high-skill jobs.
Provides for initiative and referendum in New York State for the People as electors to propose or reject laws and submit amendments to the state constitution.
