End Dark Money Act This bill repeals in FY2023 the restriction on the use of funds by the Internal Revenue Service to issue any regulation or guidance relating to the standard for determining whether certain nonprofit civic organizations are being operated exclusively for the promotion of social welfare.

Puerto Rico Nutrition Assistance Fairness Act This bill sets out a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance program. The bill requires Puerto Rico to submit to the Department of Agriculture (USDA) a plan of operation to transition away from the consolidated block grant program to SNAP. USDA must provide appropriate training and technical assistance to enable Puerto Rico to formulate such plan.

District of Columbia Legislative Home Rule Act This bill eliminates the authority of Congress to nullify recently enacted laws of the District of Columbia (DC). Current law generally permits Congress to review and disapprove, through a joint resolution, measures enacted by the DC Council. If the President signs the resolution, the measure may not go into effect. The bill eliminates that congressional review process.
