Authorizes the New York state department of financial services to oversee the planned closing of bank branch offices by federally chartered banking organizations.
Establishes the New York state commission on economic inequality, equal opportunity, and competitiveness; provides such commission shall investigate, evaluate and make recommendations concerning how to work toward reducing economic inequality, eliminating poverty, achieving equal opportunity and full employment, and boosting economic competitiveness and growth.
Relates to updating the driver's manual provided to accepted learner's permit applicants and driver education courses to include a description of law enforcement procedures during traffic stops and the actions a motorist shall take during such stop including appropriate interactions with such officers.

Relates to permitting the photographing or recording of a law enforcement officer as long as such person isn't under arrest; outlines unlawful retaliatory measures by law enforcement for such photography or recording.
Requires the department of corrections and community supervision to make efforts to reduce incarcerated individual telephone rates and to place a cap on the cost of outgoing calls.
Enacts "Destini Smothers' law"; requires collaboration between law enforcement agencies in missing persons investigations; provides support for relatives of such missing persons.
Extends the benefits of the variable supplements fund to all New York city police officers, firefighters, housing police, transit police, correction officers and registered domestic partners.
Requires the commissioner of education to make a report on the extent of all existing resources and best practices available for swimming instruction classes in public schools and establish a working group on swimming education.
Prohibits cases from being closed without a hearing or written stipulation; requires a stenographic record of all hearings held; requires minutes and decisions to be provided to the injured worker in their native language.
