Establishes a limitation on financial services assessments and appropriation suballocations; requires that money obtained from assessments shall only be used to defray operating expenses of the department of financial services.
Authorizes certain persons to possess and administer epinephrine by use of an epinephrine auto-injector device upon completion of appropriate training; requires the department of health to establish a registry of the names of lay persons trained in the use of an epinephrine auto-injector device.
Provides for the viewing of photo or video footage captured by a camera installed inside a school bus, by a parent or guardian of a pupil, when such parent, guardian or pupil reports any incident of physical harm, harassment, intimidation or bullying occurring against the pupil while such pupil travelled on such school bus.
Provides for a phased decrease of excise taxes and sales taxes and petroleum business taxes on diesel motor fuel and motor fuel when the average price of motor fuel in the state exceeds $2.25 per gallon; authorizes cities having a population of one million or more and counties to adopt local laws limiting taxes on diesel motor fuel and motor fuel.
Relates to increasing the volunteer firefighters' and ambulance workers' credit; increases the amount of the credit from $200 to $500 for single filers and from $400 to $1,000 for spouses filing jointly.
Enacts "Lorraine's Law"; increases from twenty-four to sixty months, the time for which reconsideration for parole for a violent felony offense shall be determined.
Establishes a home heating tax credit for qualified taxpayers with an income of $125,000 or less for single filers, or with a combined income of $250,000 or less for joint filers.
Enacts the interstate medical licensure compact; provides a streamlined process that allows physicians to become licensed in multiple participating states, thereby enhancing the portability of a medical license and ensuring the safety of patients.
Relates to youth programs sponsored by fire departments; provides that participants may respond to an emergency or hazardous activity, but shall remain in a designated or marked off area that has been set up by the chief or officer in charge; provides such participant cannot respond to an emergency on a vehicle using lights and/or sirens; provides such participants may not enter a burning structure.
