Creates a series of distinctive license plates for law enforcement officers who were wounded in the line of duty or the spouse of such, which shall bear the words "Wounded in the Line of Duty"; includes the New York state sheriff's association, New York state association of chiefs of police, police benevolent association of the New York state troopers, the New York state police benevolent association, and the New York city police benevolent association; provides that proceeds from the service charge shall be used for a fund to assist wounded/fallen officers and their families.
Authorizes the division of criminal justice services to add to the police officers memorial the names of peace officers of the state of New York who are slain in the line of duty.
Authorizes certain military personnel who are scheduled to be deployed within thirty days to get married within twenty-four hours of receiving a marriage license.
Authorizes courts to exercise discretion permitting a courthouse facility dog for use by witnesses to be used in any judicial proceeding; provides that courts with an available courthouse facility dog must allow a witness under eighteen years of age, or who has a developmental disability, to use a courthouse facility dog to accompany such person while testifying in court; allows any witness who does not meet the criteria of being under eighteen years of age or having a developmental disability to use a courthouse facility dog, if available, to accompany them while testifying in court; defines terms; makes related provisions.
Creates the New York state veterans remembrance license plate; provides that any proceeds shall go to the credit of the veterans remembrance and cemetery maintenance operation fund.
Establishes the GrowNY pilot program, an economic gardening pilot program within the department of economic development to stimulate investment in the state economy by providing technical assistance for expanding businesses in the state.
Prohibits the state from purchasing any product that was made with child labor or which contains components or parts manufactured or procured using child labor.
Relates to requiring the commissioner of taxation and finance in conjunction with the health department and the office of temporary and disability assistance to conduct a study on the earned income tax credit and to propose changes thereto.
Requires electors to vote for the presidential and vice presidential candidates in a manner representing the plurality of votes in each congressional district; provides that two electoral votes shall be given to the statewide winner and one electoral vote shall be given to each congressional district based on the plurality of votes in such district.
Requires the department of social services to apply for a waiver or request authorization to create a list of healthy and nutritious foods and beverages that may be purchased with supplemental nutrition assistance program (SNAP) benefits.
Changes the primary election date from the fourth Tuesday in June to the second Tuesday in August; moves the presidential primary to the fourth Tuesday in April.
