Requires that any rules or regulations promulgated by the department of environmental conservation pursuant to the climate action fund are subject to a vote of the legislature and must be approved by a majority vote prior to implementation.
Allows the state and city university of New York system to offer college credits to prospective students based on such prospective student's performance on the regents examinations.
Includes nonconsensual use of bodily fluids and matter in harassment in the first degree and aggravated harassment in the first degree; includes strikes, shoves and kicks in aggravated harassment in the first degree.
Directs the department of public service to promulgate rules, regulations and model policies regarding setback requirements for the siting of battery energy storage systems and for financial surety requirements; requires minimum setback requirements for commercial energy storage systems, with a capacity of five megawatts or greater, of no less than one thousand feet from residential property; requires public hearings prior to the approval of an application for a permit for such systems.
Provides judges with more discretion to impose bail on principals charged with a felony, principals charged with a misdemeanor when awaiting trial for another crime, principals who are a threat to the safety and security of the community, principals charged with a felony serving a sentence of probation or while released to post release supervision; requires principals who have been charged with an offense related to three separate alleged instances of criminal activity are committed to the custody of the sheriff.
Extends the maximum number of months for the reconsideration of denied applications by the parole board for parole for certain violent felony offenses from 24 months to 60 months.
Relates to the required disclosure upon the release of a juvenile or adolescent offender from the custody of the office of children and family services of certain records that are necessary to ascertain the nature of such offender's conviction and would be beneficial in identifying and mitigating any risk that such offender could pose if released.
Provides that the maximum speed limit on state highways may be established pursuant to an engineering and/or traffic investigation authorized or performed by the department of transportation or the municipality within which the section of state highway subject to such speed limit is located.
Authorizes Sgt. Bethany Kidd to receive certain service credit under a twenty year retirement plan for service with the Seneca Falls Police Department.
