Prohibits the New York state department of taxation and finance from charging a fee for applications for a certificate of registration pursuant to a re-registration program.
Requires the office of children and family services implement a regional cost factor analysis for child care subsidies; requires social services districts implement such findings.
Enacts the "dismantling student antisemitism act", or "DSA act"; requires mandatory sensitivity training that includes the topic of antisemitism; includes reporting requirements regarding antisemitism complaints and disciplinary processes.
Requires insurers to provide insurance coverage for treatment of rare diseases, life-threatening conditions or diseases, degenerative and disabling conditions, or diagnoses involving medically fragile children, by a provider of the patient's choice.
Requires that no applications, or the literature given therewith, shall be approved, distributed or used in any capacity if they contain an explicit written warning regarding ownership or use of a firearm.
Provides that the issue of military deployment shall not be considered as a factor in the awarding of custody in marital actions where a suitable child care plan is presented.
Prohibits the governor, the legislature and state agencies from imposing residential housing zoning requirements on local governments without approval from the local government.
Requires each appropriate institution housing a defendant due to mental disease or defect to assign a critical time intervention care management team to the defendant and make a single point of access referral for the defendant prior to such defendant's discharge.
Allows for reimbursement of transportation costs for emergency care without prior authorization by the social services official including emergency medical transportation by an ambulance service certified under article 30 of the public health law; authorizes the commissioner of health to establish a reimbursement methodology to ensure providers are reimbursed.
Establishes the civil rights restoration act; amends provisions regarding firearm licenses and destruction of firearms; exempts certain individuals from providing photographs in order to obtain a firearm license; expands the definition of immediate family.
Prohibits a public officer or member of the legislature from have a building or space named after themself while holding public office based on the fact that such person was responsible for securing public funds for the person or entity involved in naming the building or for securing public funds for the person's or entity's cause or agenda.
