Removes the lifetime ban on jury duty for convicted felons; provides that if convicted of a felony, such person has completed all sentencing requirements to such conviction, including any required term of imprisonment, probation, or community supervision.
Requires employers to notify employees if they come into contact with other employees who have been diagnosed in relation to a disease outbreak causing a public health emergency; prohibits employers from disclosing the name of the diagnosed employee.
Establishes the chief administrator of the courts shall submit annually a report on the administration, function and effectiveness of the Drug Treatment Court Program during the preceding year.
Establishes a certificate of restoration to replace the terms "certificate of good conduct" and "certificate of relief from disabilities"; repeals certain provisions relating to certificates of good conduct.
Requires notification procedures to be established requiring notice to be given prior to certain construction projects in school buildings or a district leasing school property.
Provides that no person shall be eligible for appointment as a police officer who was previously employed as a police officer and who: was dismissed for malfeasance or other serious misconduct calling into question such person's fitness to serve as a police officer; or resigned or retired from such officer's position while under investigation for such malfeasance or other serious misconduct; defines terms; makes related provisions.
Provides that a full time elementary or secondary student shall not have capacity to consent to sexual conduct with a school employee at his or her school or a co-located school, including volunteers, when the employee is 18 or older and more than 4 years older than such student at the time of the act and knows or should reasonably have known that the student was a student at the school or a co-located school, and such employee is not a full time student at such school, nor married to such student.
Establishes the civil right to counsel in eviction proceedings in New York state; creates the New York state office of civil representation; requires that covered individuals be given notice of such right to counsel.
Adds arts and music education as a common school branch that should be incorporated into the public school curriculum to provide a more well-rounded education for children.
Establishes a course of instruction and learning expectations on climate education in all public pre-kindergarten, elementary and secondary schools which shall include various principles and concepts including environmental justice.
Provides a rebuttable presumption relating to recertification as a minority and women-owned business enterprise if there is no change in the ownership of the enterprise and no material change in the nature or management of the enterprise from the time of approval of the previous minority and women-owned business enterprise certification.
