Puerto Rico Nutrition Assistance Fairness Act This bill sets out a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance program. The bill requires Puerto Rico to submit to the Department of Agriculture (USDA) a plan of operation to transition away from the consolidated block grant program to SNAP. USDA must provide appropriate training and technical assistance to enable Puerto Rico to formulate such plan.

TRICARE Equality Act This bill addresses the administration of Department of Defense (DOD) health care programs and benefits in Puerto Rico. Specifically, the bill requires DOD to treat the administration of TRICARE Prime availability in Puerto Rico in a similar manner as a state. The bill also requires DOD to ensure that, in providing travel and transportation allowances related to specialty medical treatment, individuals located in Puerto Rico are eligible to receive such allowances. The Federal Electronic Health Record Modernization Office must coordinate with the Department of Health of Puerto Rico to share health information through the Joint Health Information Exchange.

Federal Disaster Assistance Coordination Act This bill extends the deadline by which the Federal Emergency Management Agency (FEMA) must (1) conduct a study and develop a plan under which the collection of information from disaster assistance applicants and grantees will be made less burdensome, duplicative, and time consuming for applicants and grantees; and (2) develop a plan for the regular collection and reporting of information on federal disaster assistance awarded. Not later than two years after enactment of this bill, FEMA shall convene a working group on a regular basis to identify (1) potential areas of duplication or fragmentation in preliminary damage assessments after disaster declarations; and (2) potential emerging technologies, such as Unmanned Aircraft Systems (i.e., drones), to expedite the administration of preliminary damage assessments. FEMA must submit a comprehensive report on the plans for streamlining and consolidating information collection and preliminary damage assessments and the findings and recommendations of the working group to Congress with a briefing. The report must be made available to the public and posted on FEMA's website.

Supplemental Security Income Equality Act This bill extends the Supplemental Security Income (SSI) program to Puerto Rico, the U.S. Virgin Islands, Guam, and American Samoa. This is a federal program designed to help aged, blind, and disabled individuals with limited income and resources meet basic needs. When Congress created the SSI program in 1972, it excluded these territories. The Social Security Administration may waive or modify statutory requirements relating to the provision of benefits as necessary to adapt the SSI program to each territory. This bill also eliminates a limit on payments from the Temporary Assistance for Needy Families (TANF) program and other Department of Health and Human Services programs to the territories.
