Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Enacts the online revenues and expenditures transparency act to provide for the development of a single, searchable budget database website accessible to the public, at no cost.
Provides for the appointment of a standing committee on conference to resolve differences between similar, but not identical bills and resolutions; provides that such committee may refer bills and resolutions to sub-committees for disposition; provides for appointment of a non-partisan counsel to make referrals to such standing committee on similar bills and resolutions.
Removes provisions that prohibit cities of one million or more from strengthening rent regulation laws to provide more comprehensive coverage than state laws.
Provides that certain communications made without malice regarding an incident of sexual assault, harassment or discrimination shall be deemed privileged; provides that a prevailing defendant in an action brought against such defendant for making a communication that is privileged shall be entitled to attorney's fees and costs for such defense.
Requires that public schools provide instruction on climate change, including but not limited to identifying the causes and impacts of climate change on individuals, environments and communities, and learning to evaluate solutions.
Requires potable water testing at state and local parks at least once every three years and any finding of lead contamination must be abated within ninety days.
Permits the admissibility of testimony that a person reported acts of discrimination to another person in a civil trial under the human rights law, including the contents of such report.
Establishes a task force to conduct a comprehensive study on the presence of educator diversity in the state, state actions taken to promote educator diversity, and how the state can encourage new initiatives to enhance and promote educator diversity in New York; provides for the repeal of such provisions upon the expiration thereof.
Establishes a jobs and housing pilot program to create jobs in the construction industry and address the housing crisis by developing or redeveloping housing that is affordable to individuals earning up to one hundred thirty percent of the area median income, adjusted for family size.
Directs the commissioner of health to require each licensed home care service agency to submit an infection control plan and periodic reports detailing measures taken to protect clients from infection.
Requires instruction in public schools aligned to the Culturally Responsive-Sustaining Education Framework; requires the commissioner of education to update learning standards on an ongoing basis and provide technical assistance and resources to aid public schools in providing such instruction.
Relates to mandatory student enrollment reporting for public schools and charter schools triennially on October thirty-first, January thirty-first, and April thirtieth of each year.
