Authorizes county highway superintendents to rent road machinery from any city, town or village; authorizes town highway superintendents to contract for the use of certain services and town machinery, tools and equipment with another municipality, district corporation, school district, community college or any unit of the state university.
Enacts the "beauty justice act"; provides for the regulation of ingredients in personal care products and cosmetics; prohibits the sale of personal care products and cosmetic products containing certain restricted products.
Provides for the automated identification of affordability program participants to enable such participants to be automatically entered into utility corporation energy affordability programs.
Enacts the "schools impacted by gross highways (SIGH) act"; prohibits the commissioner of education from approving the plans for the erection of any new schoolhouse within five hundred feet of a controlled-access highway unless the commissioner of education determines that space limitations are so severe that there is no other site to erect such new schoolhouse, and there are adequate engineering controls to address air quality; makes related provisions.
Provides "WiFi service" internet access to all individuals residing in temporary housing; relates to funding for internet service under the ConnectAll digital equity grant program.
Requires training in developmental disability awareness and sensitivity and cultural competency, sensitivity and implicit bias for child protective services workers.
Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Enacts the accessible electronic information act for blind and disabled persons; creates a new fund in the state finance law; authorizes a not-for-profit entity to administer the program.
Establishes a direct service professional credit and career ladder tuition assistance grant program to develop training programs and improve existing workforce development programs for the purpose of training direct support professionals and establishing a career ladder for individuals working with individuals with developmental disabilities.
Provides for hazard duty pay of an additional twenty-five hundred dollars for essential work performed in accordance with a state emergency disaster declaration.
