Relates to funds concerning state university health care facilities; prohibits the use of such funds for payment of certain debts related to a state university health care facility.
Relates to annual professional performance reviews of teachers and principals; establishes an optional system of annual professional performance review plans; repeals provisions relating to streamlined removal procedures for teachers rated ineffective.
Requires the commissioner of transportation to report on collisions that have occurred between motor vehicles and bridges or elevated structures on or crossing highways under the jurisdiction of the department of transportation in the annual report to the legislature.
Requires the department of transportation to provide a list of legal clearance heights for bridges to owners or operators of trucks, commercial vehicles, tractors, tractor-trailer combinations, tractor-semitrailer combinations, or tractor-trailer-semitrailer combinations.
Requires each agency to develop and implement a five-year accessibility plan, to include: the steps the agency is taking and will be taking over the next 5 years to ensure accessibility to the agency's facilities, services, and programs for persons with disabilities, and information on ongoing projects and projects planned over the next 5 years related to improving physical, digital and programmatic access, and effective communications for persons with disabilities.
Provides that every public utility shall provide the commissioner of public service an affidavit annually, that no call centers or other facilities providing customer service have been closed without notice and hearing before the commission; makes related provisions.
Relates to participation by individuals with disabilities with respect to state employment and state contracts; requires contractors to report to state agencies regarding the utilization and participation of work on both service and commodity contracts by a person with a disability; requires such state agencies to report to the office of general services and the office of general services to report to the state procurement council, governor, comptroller and the legislature.
Requires the department of transportation to conduct a follow up inspection of any freight rail train or freight rail track audit within the state conducted by the federal railroad administration that identifies safety-related deficiencies or violations.
Establishes special permits to practice as a clinical laboratory practitioner which are valid for not more than 180 days or until the time an appropriate exam is taken.
