Provides minimum basic training related to handling emergency situations involving individuals with any physical and/or developmental disability to all firefighters.
Relates to first responders, including correction officers, coming into contact with saliva by spitting, throwing, tossing, or expelling from or by an individual.
Establishes a deadline for changing the location of a polling place for early voting by requiring that no location change may occur within forty-eight hours of the commencement of an early voting period unless there is a disaster or a declared state of emergency.
Directs the independent developmental disability ombudsman program to establish a service delivery structure based in New York state that includes a toll-free telephone hotline, an interactive website, and availability of in-person, telephone and email access to ombudsman program staff or volunteers; to provide assistance for navigating and completing processes; to assist individuals in filing and preparing appeals; to assist individuals with any problems encountered; and to educate individuals on their rights and responsibilities with respect to access to services provided by the office for people with developmental disabilities and care coordination provided by health homes serving individuals with developmental disabilities or services provided by other providers.
Requires public institutions and buildings to be equipped with opioid antagonists; directs the commissioner of general services to promulgate regulations to address the appropriate number of opioid antagonists for such buildings based on the size or occupancy of the buildings, the training of personnel and use of opioid antagonists, and any other matter deemed necessary.
Lowers the blood alcohol concentration required for driving while intoxicated from .08 of one per centum to .05, and for aggravated driving while intoxicated from .18 per centum to .12.
Establishes an Alzheimer's disease outreach and education program for medical and non-medical professionals to promote earlier identification of Alzheimer's and to provide information and other assistance in finding community support for caregivers.
Requires public notice and public engagement when a general hospital seeks to close entirely or a unit that provides maternity, mental health or substance use care.
Relates to electronic financial disclosures of members and candidates of the legislature; requires creation of electronic version of disclosure statement; directs the commission on ethics and lobbying in government shall make available an editable, electronic, readable and searchable version of the annual statement of financial disclosure by January 1, 2024.
Establishes a five-county, three-year pilot program enabling counties to opt-in to allow county jails to operate jail-based competency restoration services for inmates deemed unfit for trial due to mental incapacity.
Requires legislators and candidates for members of the legislature to provide a link to their financial disclosure statements on their official state and campaign websites which shall direct website visitors to current and past financial disclosure forms that the legislator has submitted.
Provides a rebuttable presumption relating to recertification as a minority and women-owned business enterprise if there is no change in the ownership of the enterprise and no material change in the nature or management of the enterprise from the time of approval of the previous minority and women-owned business enterprise certification.
Relates to the authority of the commissioner of general services to lease public buildings; authorizes the commissioner of general services to promulgate any necessary rules and regulations.
