Prior to his congressional career, he was a business executive and farmer, and served as Tennessee's Commissioner of Agriculture from 2002 to 2003.

As a member of the House of Representatives, Rose is involved in multiple committees that reflect his focus on agriculture and financial oversight. He serves on the Agriculture Committee and its subcommittee on General Farm Commodities, Risk Management, and Credit. Additionally, his participation in the Financial Services Committee indicates a keen interest in economic issues, particularly those affecting consumers and businesses.

Rose has sponsored and co-sponsored several notable pieces of legislation, emphasizing his focus on consumer protection and agricultural matters. One significant bill is the Financial Exploitation Prevention Act of 2023 (HB500), which seeks to strengthen safeguards for seniors against financial exploitation, allowing investment companies to delay redemption of securities if exploitation is suspected. This legislation underscores his commitment to protecting vulnerable populations and reflects a bipartisan effort towards consumer advocacy, evidenced by its unanimous support in previous votes.

Another bill, Black Vulture Relief Act of 2025 (HB2462), aims to allow livestock producers to mitigate threats posed by black vultures to their livestock, resonating with his agricultural roots and interest in supporting local farmers. Furthermore, the Homebuyers Privacy Protection Act (HB2808) he sponsored focuses on improving privacy protections for homebuyers, aligning with his advocacy for enhancing consumer safety in financial transactions.

Politically, Representative Rose's focus on agriculture, consumer protection, and financial oversight suggests a conservative approach to issues that resonate with his constituents in Tennessee. His legislative priorities indicate a commitment to traditional Republican values, emphasizing economic growth through regulatory reform, protection of personal rights, and agricultural support. Legislation like the Homebuyers Privacy Protection Act reflects his stance on ensuring transparency and security in personal financial matters, while the financial exploitation bill reveals a more protective side of his political character.

Outside of his legislative role, Rose maintains a connection to the agricultural community and addresses issues pertinent to farmers through his committee work and sponsored legislation designed to alleviate challenges faced by his constituents.

Rose's personal involvement as a business executive and farmer, coupled with his comprehensive educational background, positions him as a knowledgeable advocate for both the agricultural and financial sectors in Congress. This dual expertise informs his legislative efforts and his commitment to serving the interests of Tennesseans in a manner that resonates with traditional Republican priorities.
