Authorizes the public service commission to consider non-economic loss suffered by consumers, including pain and suffering or mental anguish, when determining penalties against a public utility company, corporation or person or a combination gas and electric corporation.
Relates to certain provisions on elevator licensing and temporary elevator mechanics; relates to civil penalties for unlicensed mechanics; clarifies inspection provisions.
Directs counties, in coordination with their regional emergency medical services councils, to develop and maintain comprehensive county emergency medical system plans that provide for coordinated emergency medical systems within such counties.
Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items; sets forth the criteria for values based procurement standards to include local economies, environmental resilience, racial equity, valued workforce, valued agricultural sector, animal welfare, and nutrition.
Defines temporary total disability as the injured employee's inability to perform such employee's pre-injury employment duties or any modified employment offered by the employer that is consistent with such employee's disability.
Expands the scope of duties for public employers to prevent workplace violence including additional training, the creation of incident logs, expanding inspections and providing the commissioner the ability to enforce such provisions to prevent workplace violence.
Amends provisions relating to creating a presumption relating to certain lung disabilities incurred by volunteer firefighters, in relation to the effectiveness of such provisions.
Requires the New York state bridge authority, the Triborough bridge authority, the Thousand Islands bridge authority, the Nassau county bridge authority, the Ogdensburg bridge authority, and the New York state thruway authority to develop a feasibility study to promote bicycle and pedestrian access on bridges and provide a report to the governor, temporary president of the senate, speaker of the assembly, and the public a copy of such plan.
Authorizes members or officers of the state police who were previously firefighters receive credit for such previous firefighter service for the purposes of retirement.
Enacts the "fostering affordability and integrity through reasonable (FAIR) business practices act", to expand the attorney general's ability to protect New Yorkers from unfair, deceptive and abusive business practices.
