Authorizes up to two percent of mobile sports tax revenue, but not more than twenty million dollars, be used for youth team sports funding to be distributed by county youth bureaus, city of New York's department of youth and community development, and an organization which supports and invests in programs that use sports as a vehicle for youth development and social change.
Directs the senior center council to engage in statewide planning of both a programmatic and fiscal nature to ensure the long-term sustainability and viability of senior centers in all areas of the state.
Enacts provisions relating to modifications, suspensions, revocations, and renewals under the air quality control program; provides for expiration of any permit which has no expiration and has been in effect for five years; provides renewal periods shall not be longer than five years.
Permits on-premises retail licensees to purchase wine and liquor from off-premises retail licensees and off-premises retail licensees to purchase wine and liquor from on-premises retail licensees.
Establishes the rental assistance payment standard pilot program where the owner of a housing accommodation shall be entitled to charge and collect a rent equal to the maximum amount that the rental assistance program prescribes for like housing accommodations, subject to rent reasonableness calculations.
Provides for securities fraud whistleblower incentives and protections; defines terms; grants whistleblower awards for one or more whistleblowers who voluntarily provide original information to the attorney general that was the basis for a successful covered enforcement action; protects whistleblowers from retaliation; authorizes the attorney general to adopt any necessary rules and regulations; makes related provisions.
Provides for the creation of an ebony alert system to be activated on behalf of Black youth, including young women, men, nonbinary, boys, and girls, who are reported missing under unexplained or suspicious circumstances, at risk, developmentally disabled, or cognitively impaired, or who have been abducted.
Enacts the "fostering affordability and integrity through reasonable (FAIR) business practices act", to expand the attorney general's ability to protect New Yorkers from unfair, deceptive and abusive business practices.
Relates to off premise retail license holders; increases the number of licenses authorized under section 63 of the alcoholic beverage control law from one to two licenses.
