Prohibits the operation of NYC transit authority subways or trains without at least one conductor on board; requires a conductor on any subway or train operated by such authority whenever the subway or train has more than two cars attached to the engine.

Requires a notice to be provided when selling a helicopter which contains all incidents reported within the past ten years by the national transportation safety bureau or the federal aviation administration involving the make and model, or a substantially similar make and model, of such helicopter.

Requires that when the state or an organization is attempting to convert land to public use in a municipality with a population of less than one million, a hearing shall be held in such municipality where such land is located to allow for public comment and input from neighbors; requires a ten day notice of such hearing to members of the community.
