Requires all trains and stations operated by the Long Island Rail Road and the Metro-North Commuter Railroad Company have automated external defibrillators as part of their medical emergency services program.
Establishes a co-occurring disorders patient bill of rights to be implemented by various agencies; requires a five-year plan for implementing such bill of rights.
Requires the office of fire prevention and control to pay training stipends in specific amounts to volunteer firefighters for completion of certain firefighter trainings; provides that if a volunteer fire company pays training stipends to volunteer firefighters in an amount below what is otherwise required to be paid by OFPC, OFPC shall pay the remaining amount.
Requires the department of health to develop and distribute educational materials, such as pamphlets and posters, to the public relating to common myths and misconceptions associated with asthma through healthcare providers, schools, and other channels.
Eliminates state sales and compensating use taxes on motor fuels and diesel motor fuels; authorizes localities to eliminate such taxes at the local level; establishes various exemptions from New York's sales and use tax; provides for a sales tax exemption for housekeeping supplies and for ready-to-eat foods.
Provides that the maximum speed limit on state highways may be established pursuant to an engineering and/or traffic investigation authorized or performed by the department of transportation or the municipality within which the section of state highway subject to such speed limit is located.
Corrects a reference to the applicable tax assessment roll for a tax exemption granted to the Ruth AME Zion Church in the town of Brookhaven, county of Suffolk.
